Programme design
The Holistic Agriculture Development Programme (HADP), launched March 2024, is the largest integrated agriculture investment in J&K post-2019. Outlay ₹5,013 crore over 5 years. 29 sub-projects cover the full value chain: seed, mechanisation, niche-crop revival, market linkages, FPO formation, processing infrastructure.
Niche-crop sub-missions
- National Saffron Mission — Pulwama, Budgam, Srinagar, Kishtwar. 2,598 ha rejuvenated of 3,715 ha target.
- High-Density Apple Plantation — 50 % subsidy on rootstock; up to ₹4 lakh/ha for HD apple orchards.
- Walnut, almond, cherry orchards — replanting subsidy.
- Aromatic & Medicinal Plants — lavender, rosemary clusters.

By November 2025: 91,000+ farmer units set up across the 29 sub-projects. Daksh Kisan Portal provides farmer skill DBT.
How to apply — step by step
- Register on hadp.jk.gov.in or the Kisan Sathi Portal using Aadhaar OTP.
- Identify the sub-project that fits — Saffron Mission, HD Apple, Walnut/Almond/Cherry, Aromatic & Medicinal, Vegetable Cluster, Beekeeping, Sheep & Goat, Trout Farming, Mushroom, Maize Seed, FPO promotion, etc.
- Submit Aadhaar, Aapki Zameen Aapki Nigrani land record, bank account (Aadhaar-seeded), and DPR for entrepreneurship sub-projects.
- For HD Apple, the DPR includes rootstock source, spacing, irrigation plan, hail-net cost; up to ₹4 lakh/ha subsidy released in tranches.
- Sub-project-specific committee verifies; subsidy disbursed in milestone-tracked tranches.
- For training and skill components, register on the Daksh Kisan Portal; stipend and certification DBT follow.
Latest changes (2024 — 2026)
- March 2024: HADP launched with ₹5,013 crore outlay; 29 sub-projects notified.
- October 2024: National Saffron Mission targets met for area rejuvenation in Pampore, Pulwama; corm-multiplication units scaled.
- March 2025: HD Apple plantation crossed 1,500 ha cumulative; hail-net subsidy harmonised with MIDH.

- 2025-26: Daksh Kisan Portal scaled for training-DBT and FPO formation under 10,000 FPOs convergence.
Common rejection reasons
- Land record dispute: Aapki Zameen Aapki Nigrani entries must match Aadhaar; remediate at the Tehsildar.
- Sub-project quota exhausted: each sub-project has district-wise quotas; arriving late in the year forfeits the year's subsidy.
- DPR cost above benchmark: state cost matrix applies; quotations above are reduced.
- Aadhaar — bank seeding failure: DBT credit fails on NPCI side.
- Niche-crop suitability: saffron and HD apple have agro-climatic suitability maps; outside parcels are rejected.
- Milestone failure: HD apple, HD walnut and saffron tranches require survival audit; failure triggers next tranche withholding.
Grievance: District Agriculture / Horticulture Officer → Director Agriculture/Horticulture → HADP PMU. hadp.jk.gov.in hosts a public grievance tab routed through the J&K Awam ki Awaaz system.
Coverage statistics
Per J&K Lieutenant Governor's office and the Department of Agriculture data, HADP had set up 91,000+ farmer units by November 2025 across the 29 sub-projects. Saffron area rejuvenated 2,598 ha out of 3,715 ha target. HD Apple plantation crossed 1,500 ha; walnut, almond, cherry and aromatic-plant clusters all in expansion. How HADP stacks with other schemes
HADP is the state-flexibility umbrella; central schemes layer in. MIDH horticulture sub-components fund HADP's HD apple, walnut and saffron. PMKSY-PDMC subsidises drip/sprinkler in orchards. RWBCIS provides weather-indexed insurance for apple and walnut. AIF provides 3 % interest subvention on cold-chain and processing loans (controlled-atmosphere storage for apple is a major use case in J&K). 10,000 FPOs scheme supports FPO formation alongside HADP. NMNF and PKVY add organic/natural-farming layer.
