Why MMKAY
Mukhyamantri Krishi Ashirwad Yojana (MMKAY), launched in 2019, is Jharkhand's state income-support scheme designed as a top-up over the central PM-KISAN (₹6,000/year). MMKAY pays ₹5,000 per acre per year capped at 5 acres — so a small farmer with 2 acres receives ₹10,000 from MMKAY and ₹6,000 from PM-KISAN, taking total income support to ₹16,000/year.
The scheme is explicitly area-based unlike PM-KISAN which is flat per family. This favours farmers cultivating larger holdings within the 5-acre cap and provides better support for the Chotanagpur upland small farmer who typically holds 1-3 acres of mixed upland and lowland parcels.
Benefit structure
- Quantum: ₹5,000 per acre per year, capped at 5 acres.
- Instalments: two, aligned with the Kharif sowing window — first by July (sowing support), second by September (mid-season).
- Stacking: in addition to PM-KISAN's ₹6,000/year; total combined income support up to ₹31,000/year for a 5-acre farmer.
Eligibility
- Jharkhand resident small and marginal farmer (landholding ≤2 ha effective, with capping of 5 acres on payout).
- Land record in Jharbhoomi system in the cultivator's name.
- Aadhaar and Aadhaar-seeded bank account.
- Not a serving government employee, MP/MLA, or income-tax payer.
How to apply — step by step
- Register on mkay.jharkhand.gov.in. Submit Aadhaar, Jharbhoomi land record, bank passbook (Aadhaar-seeded) and ration card.
- Block Agriculture Officer verifies the Jharbhoomi entry against the field cultivator declaration.
- On approval, beneficiary is added to the MMKAY register; first instalment released by July of the crop year via DBT.
- Second instalment released by September of the crop year via DBT.
- Annual renewal automatic if Jharbhoomi record and bank account remain unchanged; farmer updates the portal in case of any change.
Status and policy continuity
MMKAY disbursement was affected by the 2019-20 political transition; the current administration has maintained the scheme with periodic budget allocation. State allocations and per-tranche disbursement schedules are published in the Jharkhand budget statement and Vidhan Sabha replies. Coverage is reported in the 22-25 lakh farmer beneficiary range depending on the year.
Latest changes (2024 — 2026)
- 2024-25: Jharbhoomi portal upgraded with AgriStack Farmer ID mapping; verification cycle shortened.
- March 2025: De-duplication run across PM-KISAN and MMKAY registers to remove ineligible IT-payer and government-employee entries.
- August 2025: Mid-season top-up announcement made for drought-declared blocks; additional tranche conditional on calamity notification.
- 2025-26: Scheme allocation confirmed in state budget; disbursement schedule aligned with sowing season per state Agriculture Department circular.
Common rejection reasons
- Jharbhoomi mismatch: land record differs from Aadhaar; remediate at the Halka Karmchari.
- Multiple Aadhaar entries: same Aadhaar appearing in multiple beneficiary lists triggers de-duplication.
- Exclusion category: government employees and income-tax payers are excluded.
- Aadhaar — bank seeding failure: DBT credit fails on NPCI side.
- Cap exceeded: holdings above 5 acres receive prorated payout up to ₹25,000/year.
Grievance: Krishi Sahayak → Block Agriculture Officer → District Agriculture Officer → Department of Agriculture, Ranchi. Status and payout history available on the portal for each Aadhaar.
How MMKAY stacks with other schemes
MMKAY layers state per-acre income support over the central PM-KISAN ₹6,000/year flat. Crop loss is covered by JRFRY; loan waiver under JKRMY; asset creation via Birsa Harit Gram. KCC at MISS rate, PMFME, AIF, MIDH, SMAM, NMNF and PKVY operate normally. Jharbhoomi land records map to AgriStack Farmer ID.
