How it works
Launched in 2020, Mukhyamantri Kisan Kalyan Yojana is Madhya Pradesh's state top-up to PM-KISAN. Every existing PM-KISAN beneficiary in MP automatically receives ₹2,000 × 3 instalments per year through the SAARA portal — no separate application. Combined annual benefit becomes ₹12,000/year per landholder family. 81+ lakh beneficiaries enrolled.
MP's agriculture sector — soybean, wheat, paddy, gram, mustard, sugarcane — supports approximately 70 % of the state's rural population and is characterised by the largest concentration of small and marginal landholdings outside Uttar Pradesh and Bihar. The Mukhyamantri Kisan Kalyan Yojana (MMKKY) operates on a simple principle: existing PM-KISAN enrolment is reused as the eligibility base, eliminating duplicate KYC, land verification and grievance redressal. The SAARA portal — which also hosts MP's land record, crop survey and procurement data — feeds the beneficiary list. This dovetails neatly with the rest of MP's farmer- centric architecture: e-Uparjan for procurement, the Bhavantar Bhugtan Yojana for price-deficiency payment, and PM-AASHA convergence for soybean and pulse MSP support. Together the schemes form arguably the most integrated state-central interface in the country for income, productivity, marketing and risk dimensions.
Eligibility
- Active PM-KISAN beneficiary status in Madhya Pradesh.
- Aadhaar-linked bank account.
- MP Bhulekh land record reconciled with PM-KISAN entry.
How to enrol if not auto-linked — step by step
- Confirm PM-KISAN enrolment on pmkisan.gov.in; beneficiary status must be active.
- Visit Patwari office or village SAARA portal kiosk; verify khasra-Aadhaar-bank linkage in MP Bhulekh.
- If land-record mismatch, file mutation/correction at the Tehsildar; re-verify on SAARA after correction.
- Update Aadhaar-bank seeding via the issuing bank if DBT credit fails.
- Top-up flows automatically with the next PM-KISAN cycle once the linkage is clean.
Latest changes (2024 — 2026)
- 2024-25: 81+ lakh beneficiaries covered cumulatively; SAARA portal reconciliation cycle tightened with Bhulekh.
- March 2025: SAARA portal integrated with AgriStack Farmer ID for MP; PM-KISAN linkage auto-validated.
- August 2025: ₹2,000 instalment disbursed (three per year, aligned with PM-KISAN windows); combined ₹12,000/year per family confirmed.
- 2025-26: State outlay continued; exclusion criteria mirror PM-KISAN (income-tax filer, government employee, etc.).
Common reasons benefits don't flow
- PM-KISAN status inactive: state top-up rides on PM-KISAN; PM-KISAN deactivation stops MP top-up.
- Bhulekh / Aadhaar mismatch: land- record correction at Tehsildar required.
- Aadhaar — bank seeding failure: both ₹6,000 PM-KISAN and ₹6,000 state top-up fail when NPCI seeding is broken.
- Excluded category: same exclusions as PM-KISAN (income-tax filer in past 3 years, government employee/pensioner, MP/MLA/Minister etc.).
- Duplicate beneficiary: same Aadhaar across multiple landholdings is de- duplicated.
Grievance: Patwari → Tehsildar → District Collector; SAARA portal hosts public grievance pipeline tied to the CM Helpline 181.
Coverage statistics
Per MP government data, 81+ lakh beneficiaries enrolled under MMKKY by FY 2024-25; annual state outlay for the top-up is in the range of ₹4,500 — ₹5,000 crore. Exact figures for FY 2025-26 are published in MP Vidhan Sabha replies and the state budget documents.
How MMKKY stacks with other schemes
MMKKY is a clean top-up on PM-KISAN; combined ₹12,000/year provides income support. Bhavantar Bhugtan covers price risk for soybean and pulses; PMFBY covers yield insurance; KCC-MISS finances inputs at 4 % effective rate. NMEO-Oilseeds and NFSM cover productivity, NMNF and PKVY natural/organic farming. PM-KMY voluntary contributory pension can run alongside, with auto-debit option from MMKKY/PM- KISAN instalments.
