What MOVCDNER is

MOVCDNER (Mission Organic Value Chain Development for North-Eastern Region) is a sub-mission of the central Mission for Integrated Development of Horticulture (MIDH) targeting the eight NE states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura). Launched in 2015 — 16, MOVCDNER differs from PKVY in two material ways: (a) per-ha allocation is higher (₹46,575 vs PKVY's ~₹30,000 over 3 years), and (b) it bundles significant FPO-side post-harvest grant (up to ₹50 lakh per FPO for packhouse, processing unit, cold-chain). Manipur participates actively, with ~30,000 ha certified organic by 2024 and growing. This page documents the state implementation.

Eligibility

  • FPO with ≥50 ha cumulative cultivated area within a contiguous geography.
  • Each member must be a Manipur resident farmer (Meitei, Naga, Kuki, Pangal communities all eligible) with land record (LPC or community-land documentation).
  • FPO must be registered under Companies Act / Cooperative Societies Act with ≥3-month vintage.
  • Cluster must have agreed package-of-practice and 3-year zero-chemical commitment.

Benefit structure

  • ₹46,575/ha cumulative over 3 years: input subsidy + ICS deployment + PGS/NPOP certification + market linkage. Released in tranches against milestone verification.
  • ₹50 lakh/FPO infrastructure grant: packhouse, cold-room, primary processing (grading, sorting, drying), collection-centre, weighing-bridge.
  • ICS development: ICS manager training, peer- inspection protocol, traceability software.
  • Brand support: "Brand Manipur Organic" label, APEDA export linkage, e-NAM integration, trade-fair participation subsidy.
  • FPO equity grant: ₹15-30 lakh seed equity to new FPOs under MOVCDNER-FPO sub-line.

Focus crops in Manipur

  • Chak-Hao black rice: aromatic, GI-tagged, premium export crop — flagship organic crop.
  • Kachai lemon: Ukhrul cluster; high vitamin-C, premium herbal-tea ingredient export.
  • Ginger: hill-district mainstay; organic certification gives 30 — 50 % premium over conventional.
  • Turmeric (Imphal Chumtang): high-curcumin, urban health-food market.
  • Soybean: valley-district pulses; food-processing value chain (soy chunks, soy paneer).
  • Pineapple, banana, passion fruit: peripheral clusters in Tamenglong and Senapati.

How to apply — step by step

  1. FPO/cluster identifies contiguous ≥50 ha block; pre-registers on movcdner.in with member list (Aadhaar, ST/PRC, LPC for each).
  2. District Agriculture Officer + MOVCDNER state coordinator survey the cluster, verify zero-chemical baseline.
  3. Cluster grant sanctioned in 3-year tranches; FPO infrastructure DPR is approved separately under the ₹50 lakh window.
  4. Year-1: ICS deployment, baseline inspection, input distribution. Year-2: PGS peer-review, packhouse construction. Year-3: NPOP third-party certification, brand launch, buyer tie-up.
  5. Post Year-3, the FPO sustains operations from premium realisation + NPOP renewal annually; central support continues at lower intensity.

Latest changes (2024 — 2026)

  • April 2024: MOVCDNER Phase-2 (2024-25 onward) raised per-ha cumulative allocation; FPO infrastructure ceiling doubled where larger projects (mini-pulse-mill, cold-storage) are envisaged.
  • September 2024: APEDA "Origin-NE" export programme integrated Chak-Hao and Kachai lemon clusters.
  • February 2025: ~125 PGS-India local groups active in Manipur covering ~32,000 ha.
  • August 2025: AgriStack Farmer ID mandated for new cluster enrolment.
  • 2025-26 target: certify 5,000 additional ha taking certified area to ~37,000 ha.

Common rejection reasons

  • Cluster contiguity weak: scattered plots fail PGS peer-review.
  • Prior chemical use: 3-year conversion period required.
  • FPO not registered / vintage too short: 3-month registration vintage is the minimum.
  • ICS documentation incomplete: missing crop diary, peer-inspection records, input-source attestation.
  • Member attrition: >15 % attrition before certification triggers re-survey.

Coverage statistics

As of December 2024, MOVCDNER Manipur had certified ~32,000 ha across 125 PGS-India local groups and supported ~80 FPOs with infrastructure grants. Chak-Hao alone accounts for ~6,000 ha of certified area; ginger and turmeric ~12,000 ha; kachai lemon ~700 ha; mixed clusters the balance. State target by 2030: ~80,000 ha certified, with Chak-Hao and kachai lemon designated for full APEDA export pipeline.

MOVCDNER is the certification + FPO-infrastructure engine. It converges with the CM's GI Cluster for variety-level branding, MIDH for horticulture infrastructure, MM Saur Krishi for irrigation, PMFME for food-processing micro-enterprises, and 10,000 FPOs for FPO formation grants.
