Uttar Pradesh’s Solar Pump Scheme is the state arm of the Government of India’s PM-KUSUM programme, implemented by the UP New & Renewable Energy Development Agency (UPNEDA). Component-B finances stand- alone off-grid solar pumps for un-electrified or poorly-served tube-well farmers; Component-C solarises existing grid-connected feeders. Capacity menu is 3 / 5 / 7.5 / 10 HP DC and AC; the effective farmer share is typically ~30 % after central MNRE subsidy (60 %) and UP state top-up (10–30 %).

Eligibility
- UP farmer with own borewell or tube-well land.
- Registered on UPNEDA portal during the seasonal notification window.
- UP Bhulekh khatauni land record.
- Aadhaar-seeded bank account.
- Caste certificate (for SC/ST quota where applicable).
- Not already grid-connected with a running power tariff for the same tube-well (PM-KUSUM Component-B targets unelectrified pumps).
How to apply — step by step
- Register on upneda.org.in during the open notification window (typically announced district-wise).
- Select capacity (3 / 5 / 7.5 / 10 HP), AC or DC; pay the farmer-contribution token.
- Upload UP Bhulekh khatauni, Aadhaar, bank passbook, borewell certificate / tube-well details and caste certificate (if applicable).
- District selection committee allocates the pump against the notified district quota.
- UPNEDA assigns an empanelled EPC vendor; pump and array installed at the farmer’s borewell.
- District inspection committee certifies installation; subsidy adjusted against the farmer’s effective contribution.
Latest changes (2024 — 2026)
- 2024: UP scaled PM-KUSUM Component-B allocation; UPNEDA enrolled thousands of new pumps across the eastern and western UP belts.
- March 2025: upneda.org.in registration and selection moved fully online; AgriStack Farmer ID integration piloted.
- August 2025: Capacity menu retained; EPC vendor empanelment refreshed.
- 2025-26: Exact FY 2025-26 pump- installation outlay not published as of 2025-26 — figures tabled in UP Vidhan Sabha replies. Centre and state continue to share PM-KUSUM cost.
Common rejection reasons + appeal
- Already grid-connected tube-well: Component-B targets unelectrified pumps; grid- connected pumps look at Component-C instead.
- UP Bhulekh mismatch: khatauni-owner name differing from Aadhaar — remediate at the tehsil office.
- Borewell certificate missing: tube- well or borewell details required for capacity sizing.
- District quota exhausted: notification quota for the season is filled; re-apply next notification window.
- EPC vendor off-panel: only empanelled EPC vendors are authorised.
- Farmer contribution unpaid: token contribution must be paid at registration.
- Aadhaar — bank seeding failure: DBT credit fails on NPCI side.

How UP Solar Pump stacks with other schemes
UP Solar Pump is the state implementation of PM-KUSUM (central). Convergence with PMKSY-PDMC (micro-irrigation), Atal Bhujal Yojana (groundwater management — particularly in over- exploited blocks where solar pumps need pairing with drip / sprinkler), PMKSY-HKKP (Har Khet Ko Pani) and PMKSY-AIBP. PM-KISAN, KCC-MISS and PMFBY continue at individual- farmer level. UP-specific schemes for cane payment and krishak durghatna run in parallel.
