Why the input subsidy
Chhattisgarh is the rice bowl of central India and one of India's largest paddy producers; the state government runs paddy procurement at a notional support price above PM-MSP for own consumption and PDS. To support productivity gains in this paddy- dominant cropping system and diversify into pulses, oilseeds and millets (Sri Anna), the state runs an umbrella input-subsidy scheme for small and marginal farmers.
The scheme covers four input groups: (a) certified seed of paddy, gram, lathyrus, mustard, soybean, ragi, kodo, kutki and other notified crops; (b) bio- fertilisers (Rhizobium, Azotobacter, PSB, mycorrhiza); (c) vermicompost (procured from Godhan Nyay gauthan-SHG pipeline); (d) micronutrients (Zn, B, S, secondary nutrient mix) prescribed by soil health card.
Subsidy rates
- SC/ST cultivators: 75-100 % subsidy across the input bundle. Often 100 % subsidy on millet seed under the central NFSM- Coarse Cereals and Sri Anna programmes which channel through this scheme.
- General SMF (≤2 ha): 50 % subsidy on certified seed, bio-fertiliser, vermicompost.
- Pulses-area expansion: free seed mini-kits to cluster villages under NFSM-Pulses convergence.
- Millet promotion: free/subsidised kodo, kutki, ragi seed under National Mission on Nutri-Cereals (Sri Anna).
Eligibility
- Chhattisgarh resident farmer with ≤2 ha landholding (small or marginal classification).
- Aadhaar and Bhuiyan B-1/P-II land record on file.
- Caste certificate (for 75-100 % SC/ST subsidy ticket).
- Tribal cultivators in Scheduled Areas (Bastar division, Sarguja division) get priority.
How to apply — step by step
- Visit agriportal.cg.nic.in or your block's Krishi Vigyan Kendra (KVK) during the pre-season window.
- Submit Aadhaar, Bhuiyan land record, bank account and caste certificate (if SC/ST).
- Choose input bundle (seed + bio-fertiliser + vermicompost + micronutrient) for your declared sowing crop and area.
- Block Agriculture Officer verifies the entry; physical input bundle issued from KVK / Lampson (cooperative society).
- Subsidy element is netted off at issuance; only farmer-share collected. Receipt issued and entered against Aadhaar.
Latest changes (2024 — 2026)
- 2024-25: Sri Anna seed subsidy scaled up; kodo and kutki distribution increased in Bastar and Sarguja divisions.
- March 2025: Bhuiyan portal upgrade with AgriStack Farmer ID integration.
- August 2025: Pulses seed mini-kit cluster villages expanded under NFSM convergence.
- 2025-26: Vermicompost from Godhan Nyay gauthan SHGs being preferentially sourced for this scheme — closing a state-internal supply loop.
Common rejection reasons
- Bhuiyan record mismatch: land record differs from Aadhaar name; remediate at patwari.
- Above 2-ha threshold: only SMF qualify; medium/large farmers receive lower or no subsidy.
- Caste certificate not on file: SC/ ST quota requires the certificate at application.
- Sowing declaration absent: input bundle is crop- and area-tied.

How CG Input Subsidy stacks with other schemes
The scheme converges with NFSM (food security), PKVY and NMNF (organic and natural farming), MIDH (horticulture) and RKVY (broad agri development). Paddy farmers receive MSP-procurement via the state cooperative procurement system, layered with the Rajiv Gandhi Kisan Nyay Yojana (currently under review). Godhan Nyay supplies vermicompost into this pipeline.
