Status note

RGKNY was the flagship farmer-income scheme of Chhattisgarh between 2020 and 2023, designed to compensate the gap between Centre's paddy MSP and the state's notional support price (around ₹2,500/quintal). After the December 2023 state government change, the administration restructured paddy procurement and DBT delivery; RGKNY disbursement schedule has been altered with policy review. This page covers the scheme as originally designed, with notes on the current restructuring.

Why RGKNY was launched

Chhattisgarh is among India's largest paddy producers; the state government procures paddy from farmers through cooperative society outlets across all districts. Between 2019 and 2023, the state declared a notional support price above the Centre's MSP — around ₹2,500/quintal versus a notified MSP in the ₹2,000-2,200/quintal range. The Centre flagged MSP-plus payments as policy-non-conforming, so the state restructured the differential as an input-cost-support DBT — RGKNY — funded entirely from state finances.

The scheme was later expanded to cover other notified crops (maize, pulses, oilseeds, sugarcane) procured through cooperative society routes, with a maximum benefit of around ₹9,000-10,000 per acre depending on crop and procurement quantity.

Benefit structure (as originally designed)

  • Quantum: up to ₹9,000-10,000 per acre per crop cycle, capped by area sown and procurement quantity declared.
  • Schedule: 4 equal instalments during the crop cycle.
  • Crops covered: paddy (primary), maize, pulses (urd, moong, arhar, kulthi), oilseeds (groundnut, mustard, soybean), sugarcane.
  • Pre-condition: produce procured through state cooperative society at notified MSP window; mandi receipt mandatory.

Eligibility

  • Chhattisgarh resident paddy or notified-crop cultivator.
  • Registered on the state procurement system; sold produce through cooperative society in notified MSP window.
  • Aadhaar-seeded bank account for DBT credit.
  • Mandi procurement receipt (tilana receipt) for the current crop cycle.

How to apply — step by step

  1. Register on rgkny.cgstate.gov.in during the pre-season window; submit Aadhaar, Bhuiyan land record, bank account and declared crop area.
  2. Sell crop produce at the cooperative society mandi during the notified MSP window; procurement receipt (tilana receipt) is the base record.
  3. Procurement records flow into the RGKNY portal, which computes the per-acre top-up against declared area.
  4. DBT credited in 4 instalments through the crop cycle to the Aadhaar-seeded bank account.
  5. For grievance, file ticket at the cooperative society and panchayat-level Krishi Sahayak.

Latest changes (2024 — 2026) and status

  • December 2023: State government change; the incoming administration announced a review of RGKNY scope and payout structure.
  • 2024-25: Paddy procurement continued at the state's notional support price, but the per-acre top-up disbursement schedule was altered. The administration framed it as direct MSP-plus payment.
  • 2025-26: Scheme status remains officially active per state records, with payout calculation under a streamlined formula. Farmers should check the latest gazette notification and cooperative-society circular for the active year.

Common rejection reasons

  • No cooperative procurement receipt: scheme is procurement-linked; private mandi sale does not qualify.
  • Bhuiyan record mismatch: land record differs from Aadhaar.
  • Aadhaar — bank seeding failure: DBT credit fails on NPCI side.
  • Out-of-window sale: produce sold outside the notified MSP window does not earn the top-up.
  • Multiple Aadhaar entries: de-duplication across cooperative societies.

Grievance: Cooperative society → Block Agriculture Officer → District Cooperative Officer → Department of Agriculture, Raipur. The State Information Commission has previously published RGKNY disbursement and grievance reports.

Coverage statistics

At its 2022-23 peak, RGKNY covered roughly 24-25 lakh registered paddy cultivators in Chhattisgarh with annual outlay in the ₹5,500 — 6,500 crore range. The current administration's revised disbursement for FY 2024-25 and FY 2025-26 is published in Chhattisgarh Vidhan Sabha replies and the state Department of Agriculture annual report.

How RGKNY stacks with other schemes

RGKNY layered over the Centre's PM-AASHA MSP framework. PM-KISAN income support, KCC at MISS rate, and PMFBY (where opted in) operate independently. Godhan Nyay, CG Input Subsidy and the convergence umbrella Suraji Gaon sit alongside. Bhuiyan land records map to AgriStack Farmer ID for single-window verification.
