The AgriStack vision

The Digital Agriculture Mission (DAM), approved by Cabinet on 2 September 2024, is India's Digital Public Infrastructure (DPI) for agriculture. It is to farming what UPI is to payments and ABDM is to health — a stack of three federated registries with open APIs that any scheme, fintech, agritech or input-supplier can query.

The three registries

  • Farmer Registry — a unique digital Farmer ID per cultivator, linked to Aadhaar, bank account, and verified land record.
  • Crop Sown Registry — what is sown, on which plot, in which season, captured through the Digital Crop Survey.
  • Geo-referenced village maps — every land parcel digitised, geo-tagged, and reconciled with the state revenue record.

Other components

  • Krishi Decision Support System (DSS) — yield forecasting, drought monitoring, pest surveillance powered by remote sensing.
  • Soil Profile Mapping — 1:10,000 scale soil mapping under convergence with SHC.
  • Digital Crop Survey (DCS) — replaces patwari-led girdawari with mobile-app field surveys by crop enumerators.

Targets & progress

How to get a Farmer ID — step by step

  1. Visit your state Farmer Registry portal — e.g. upfr.agristack.gov.in (UP), mhfr.agristack.gov.in (MH), apfr.agristack.gov.in (AP), gjfr.agristack.gov.in (GJ).
  2. Authenticate with Aadhaar OTP; the portal pulls name, DOB, address from the Aadhaar e-KYC payload.
  3. Link Aadhaar-seeded bank account; this is the account where PM-KISAN, KCC subvention, PMFBY payouts and fertiliser subsidy will flow.
  4. Link land record — khasra/survey number, RoR/7-12; the system reconciles against the state revenue database and the geo-referenced village map.
  5. Receive Farmer ID instantly; the ID is embedded in PM-KISAN, KCC, PMFBY, fertiliser-subsidy DBT, e-NAM registration and MSP procurement portal.
  6. Update crop choice during the seasonal Digital Crop Survey (DCS) window — typically at sowing; the field enumerator geo-tags and photographs each parcel.

Latest changes (2024 — 2026)

  • 2 September 2024: Cabinet approved the Digital Agriculture Mission with ₹2,817 crore outlay (Centre ₹1,940 cr); 11 cr Farmer IDs targeted by 2026-27.
  • Mid-August 2025: Cumulative Farmer IDs crossed 7 crore; DCS live in 17 states / 492 districts / 4.21 lakh villages; 25.3 cr farm plots mapped in Rabi 2024-25.
  • March 2026: Farmers Registry crossed 9.2 crore Farmer IDs (19 March 2026), led by Uttar Pradesh (~2 cr), Maharashtra (~1.32 cr) and Madhya Pradesh (~1.04 cr).
  • Budget 2025-26: AgriStack integration mandated across PM-KISAN, KCC, PMFBY, e-NAM, MSP procurement; Soil Health Card linkage confirmed.
  • December 2024: Open APIs published for fintechs, agritech startups, input suppliers and FPOs — Farmer ID becomes the rail for value- chain digital services.
  • March 2025: Krishi DSS (Decision Support System) launched — yield forecasting, drought-monitoring, pest-surveillance using remote sensing.

Common reasons Farmer ID issuance stalls

  • Aadhaar — land-record name mismatch: different spellings between Aadhaar and revenue records block linkage. Remediate at the Tehsildar.
  • Land-record not mutated: inherited land not yet mutated cannot be linked; file mutation at the Tehsildar first.
  • Aadhaar — bank seeding failure: blocks DBT linkage downstream; remediate at the issuing bank.
  • State portal still in pilot: states yet to roll out Farmer Registry leave farmers waiting; check rollout schedule on agristack.gov.in.
  • Geo-referenced map gaps: villages with cadastral map issues face mapping delays; field-staff resurveys are scheduled.
  • Digital Crop Survey not yet held: crop linkage incomplete until enumerator visit.

Coverage and outlay statistics

Per MoA&FW data, cumulative Farmer IDs reached 9.2 crore by 19 March 2026 against the 11 crore target by 2026-27. The 17 states / 492 districts / 4.21 lakh villages on Digital Crop Survey produced 25.3 crore plot-level records in Rabi 2024-25. Budget allocation is ₹2,817 crore (Centre ₹1,940 crore + State ₹877 crore). MoUs signed with 19+ states. Live progress dashboard on agristack.gov.in.

How Digital Agriculture Mission stacks with other schemes

AgriStack is the substrate. PM-KISAN beneficiary verification, KCC short-term credit at MISS rate, PMFBY enrolment and claim processing, e-NAM single-window registration, fertiliser subsidy DBT and MSP procurement (under PM-AASHA) all converge on the Farmer ID. NMNF, PKVY, NFSM, NMEO-Oilseeds and MIDH use AgriStack data for beneficiary identification. The Krishi DSS supports drought- monitoring decisions feeding PMFBY claims.
