Programme design

Mandua (ragi / finger millet) and jhangora (barnyard millet) are climate-resilient hill cereals critical to food security and farmer income in Uttarakhand’s hill districts. The state procures mandua and jhangora at the central MSP (announced by CACP) plus a Shree Anna state bonus on top, to address the historic price-discovery gap in hill mandis. Procurement is executed by the state Mandi Parishad and the Uttarakhand State Cooperative Federation (USCF) at notified collection centres across hill districts.

Eligibility

  • Resident farmer of Uttarakhand cultivating mandua or jhangora.
  • Devbhoomi land record (state RoR) — owned or sharecropper declaration.
  • Aadhaar-seeded bank account.
  • Crop and area registered with the District Agriculture Officer before harvest.

How to apply — step by step

  1. Register the crop (mandua / jhangora) and area with the Village Agriculture Coordinator or Block Agriculture Officer before the harvest window.
  2. On harvest, dry and clean the grain to the procurement specification (moisture < 12 %, foreign matter within tolerance).
  3. Transport to the nearest Mandi Parishad / USCF collection centre during the procurement window.
  4. Centre weighs, grades and issues procurement receipt; J-form style sale slip generated.
  5. Payment of central MSP + state bonus credited via DBT to Aadhaar-seeded bank account within 7–30 days.
  6. Repeat for subsequent lots within the procurement window subject to the per-farmer cap.

Latest changes (2024 — 2026)

  • 2024: State announced enhanced Shree Anna bonus on mandua and jhangora to scale procurement in hill districts; per CACP, ragi MSP at ₹4,290/q for 2024-25 kharif marketing season.
  • March 2025: Mandi Parishad procurement portal upgraded; AgriStack Farmer ID integration piloted.
  • August 2025: 2025-26 central MSP for ragi announced at ₹4,646/q per CACP schedule; state revisited bonus quantum (verify latest GO).
  • 2025-26: Exact FY 2025-26 procurement outlay not published as of 2025-26 — figures tabled in Uttarakhand Vidhan Sabha replies.

Common rejection reasons + appeal

  • Crop / area not pre-registered: registration with the BAO before harvest is mandatory.
  • Sale outside Mandi Parishad / USCF centre: farm-gate or private-trader sale is not eligible.
  • Procurement window missed: late arrivals are returned.
  • Moisture or foreign-matter out of spec: grain not meeting FAQ standard is downgraded or returned.
  • Per-farmer cap exceeded: claims for quantity beyond the notified cap are pro-rated.
  • Devbhoomi mismatch: khasra-owner name differing from Aadhaar — remediate at the tehsil office.
  • Aadhaar — bank seeding failure: DBT credit fails on NPCI side.

Grievance: Mandi Parishad / USCF centre manager → District Marketing Officer → State Mandi Parishad Director. Written appeal within 30 days.

How Mandua MSP stacks with other schemes

Mandua MSP procurement is the state-level price-floor rail for hill millets. Convergence with the central Shree Anna / millet mission (post-2023 budget thrust), NFSM (cereal production), PMFME (millet-processing micro units), Uttarakhand Organic Mission (organic certification for hill millet), and PKVY. PM-KISAN, KCC and PMFBY continue at individual-farmer level.

Coverage statistics

Per Uttarakhand Department of Agriculture press notes, the state has procured several thousand MT of mandua and jhangora since the procurement scheme was scaled in 2022, with hill-district farmer enrolment in the tens of thousands.
