Programme design

Mukhyamantri Saur Swarojgar Yojana is Uttarakhand’s self-employment scheme that links the state’s reverse-migration challenge (post-COVID return of youth to hill villages) with renewable-energy capacity addition. The scheme finances grid-connected rooftop / land-mounted solar plants of 25 kW capacity per beneficiary, with the generated power purchased by UPCL (Uttarakhand Power Corporation) at a notified PPA tariff. The blended subsidy of up to 70 % (MNRE central component + UREDA state share) combined with a bank loan covers the project capex.

Eligibility

  • Resident of Uttarakhand with valid permanent resident certificate.
  • Rural youth, reverse migrant or farmer aged ≥18 years.
  • Owns land or holds a notarised lease of ≥25 years (to match PPA tenure).
  • Aadhaar-seeded bank account and bank-loan sanction in principle.
  • Project DPR aligned with UREDA technical guidelines.

How to apply — step by step

  1. Visit msy.uk.gov.in during the open notification window.
  2. Submit Aadhaar, Uttarakhand permanent resident certificate, land record (owned or notarised lease ≥25 years), bank account, project DPR and bank-loan sanction letter in principle.
  3. UREDA appraises the DPR; sanction order issued with empanelled-EPC vendor list.
  4. Beneficiary executes EPC contract; project is constructed and commissioned within 6–9 months.
  5. UPCL signs the PPA; meter is commissioned; UPCL credits monthly power-sale revenue.
  6. Subsidy is released back-end against bank loan, reducing the principal; interest subvention is adjusted quarterly.

Latest changes (2024 — 2026)

  • 2024: PPA tariff revised by UERC; scheme rollout expanded to additional hill districts with reverse-migrant priority.
  • March 2025: msy.uk.gov.in online sanction flow rolled out; vendor-empanelment refreshed.
  • August 2025: Convergence with PM-KUSUM Component-A (grid-connected) for higher capacity additions where land permits.
  • 2025-26: Exact FY 2025-26 outlay not published as of 2025-26 — figures tabled in Uttarakhand Vidhan Sabha replies.

Common rejection reasons + appeal

  • Land tenure short of 25 years: lease shorter than 25 years cannot meet PPA tenure.
  • DPR technical mismatch: DPR not aligned with UREDA technical spec or grid-evacuation availability.
  • Permanent resident certificate missing: Uttarakhand domicile is mandatory.
  • EPC off-empanel: non-empanelled EPC vendor disqualifies the subsidy.
  • Grid evacuation infeasible: hill- distribution feeder unable to absorb 25 kW — site is sent back for re-evaluation.
  • Aadhaar — bank seeding failure: DBT credit fails on NPCI side.

How Saur Swarojgar stacks with other schemes

MSY is the hill-area renewable-livelihood rail. Convergence with PM-KUSUM Components A and C (grid-connected solar and feeder- level solarisation), Pirul (pine-needle bio-fuel) for biomass complement and UREDA’s legacy off-grid solar programmes. KCC-MISS and PMFBY operate at farmer level independent of MSY.

Per Uttarakhand CM Office press notes, MSY has sanctioned several thousand units since launch with installed capacity in the multi-MW range.
