What the Goa Krishi Card does

The Goa Krishi Card is a state-issued farmer identity card that consolidates multiple scheme-specific applications into a single record. For decades, Goa's farmers had to fill different forms for different schemes — paddy procurement, cashew replanting, coconut subsidy, dairy support, KCC, horticulture inputs — each with overlapping documents but separate verification cycles. The Krishi Card replaces this with one verified record that maps to the central AgriStack Farmer ID registry.

A farmer holding the Krishi Card can apply to any Goa Agriculture Department scheme by simply quoting the card number, without re-submitting Aadhaar / land record / bank details each time. The card also captures the farmer's declared crop mix, parcel numbers, and category — enabling proactive notification (SMS or app) of eligible schemes and deadlines.

Eligibility

  • Goa resident (domicile certificate).
  • Farmer, tenant or Mundkar holding Form I & XIV land record or Mundkar certificate under the Mundkar Act.
  • Aadhaar-linked bank account for DBT routing.
  • Includes co-operative society members and SHG members with verified cultivation.

How to apply — step by step

  1. Visit krishicard.goa.gov.in or attend a card-issuance camp at your Zonal Agriculture Office (ZAO).
  2. Submit Aadhaar, Form I & XIV (or Mundkar certificate), bank passbook, photograph, contact number.
  3. Block Agriculture Officer (BAO) physically verifies the parcels and cultivation; declared crop mix is recorded.
  4. Card issued (physical + digital); maps to AgriStack Farmer ID. Farmer receives SMS confirmation and card-number.
  5. From this point, any Goa scheme application is one-click against the card number.

Coverage and uptake

Per the Goa Directorate of Agriculture, around 80,000 + Krishi Cards had been issued by mid-2025 — broadly covering Goa's active farmer base. Card digitisation is integrated with the AgriStack pilot for Goa state under the central Digital Agriculture Mission. The card also serves as the verification key for the state's digital crop survey and yield assessment system used for PMFBY claims.

Latest changes (2024 — 2026)

  • 2024-25: AgriStack Farmer ID mapping completed for ~70 % of Goa Krishi Card holders.
  • March 2025: Mobile app launched — scheme alerts, application status, DBT receipts available on the card-holder's phone.
  • August 2025: Digital Crop Survey integration — declared crop in card auto-validates against ground-truthed crop mosaic.
  • 2025-26: Card upgrade with QR-code-based verification for procurement and cooperative society transactions.

Common rejection reasons

  • Form I & XIV mismatch: land record name differs from Aadhaar; remediate at the Mamlatdar before applying.
  • Mundkar certificate not on file: tenants without the certificate cannot apply; register under the Mundkar Act first.
  • Non-Goan applicant: Goa domicile certificate is mandatory.
  • Aadhaar — bank seeding failure: blocks downstream DBT credits even though card issues.

Grievance: Zonal Agriculture Office → Director of Agriculture, Goa. The directorate operates a single window for Krishi Card grievances, integrated with the state Krishi Helpline.

How GKC stacks with other schemes

The Krishi Card is the verification key for all Goa state schemes and connects to the central Digital Agri Mission / AgriStack Farmer ID. PM-KISAN, KCC, PMFBY, MIDH, PMKSY-PDMC, AIF, PMFME, PKVY, NMNF and SMAM all reference the card. State-specific cashew, coconut and dairy support feed off the same identifier.
