Programme design
Mukhyamantri Pariwar Samman Nidhi is Haryana’s family-level income-support scheme targeted at marginal cultivators, agricultural labourers, daily-wage workers and small traders whose family annual income falls below the ₹1.80 lakh threshold and who are not PM-KISAN beneficiaries (because they hold no titled cultivable land or are otherwise excluded). The scheme uses the Haryana Parivar Pehchan Patra (PPP) — the state family ID database — as its single source of truth.
Benefit structure
- ₹6,000/year per eligible family, disbursed at ₹500/month via DBT.
- One transfer per family irrespective of family size.
- Auto-linked to PPP; periodic re-verification of income declaration.
- Convergence with Antyodaya welfare bundle — subsidised ration, school scholarships, Chirayu / Ayushman Bharat health cover.
Eligibility
- Family registered on Parivar Pehchan Patra (PPP).
- Family annual income ≤ ₹1.80 lakh as self-declared on PPP and cross-verified against income-tax / GST / property databases.
- Family is not an existing PM-KISAN beneficiary (PM-KISAN covers titled cultivable-land owners separately).
- No member is an income-tax payer.
- No member is a Group A or Group B government employee.
- Resident family of Haryana with valid domicile.
How to apply — step by step
- Ensure the family is registered on Parivar Pehchan Patra (PPP) via meraparivar.haryana.gov.in with verified income declaration.
- Visit saralharyana.gov.in and select the Mukhyamantri Pariwar Samman Nidhi service.
- Enter PPP ID; the portal auto-pulls family details and income declaration.
- Designate one family member as the bank-account recipient; Aadhaar-seeded bank required.
- Application is routed to the Block Crid (Citizen Resources Information Department) team for verification.
- On approval, ₹500/month DBT credited; renewal is automatic subject to annual PPP income re-verification.
Latest changes (2024 — 2026)
- 2024: PPP-linked income re-verification tightened — income declarations cross-checked against EPFO, ESIC, GSTN and income-tax records.
- March 2025: Saral Haryana portal added Aadhaar-OTP authenticated re-verification, avoiding in-person CRID visits.
- August 2025: Convergence with Chirayu / Ayushman Bharat health cover deepened — MPSN beneficiary families auto-eligible for Chirayu card.
- 2025-26: Exact FY 2025-26 outlay not published as of 2025-26 — verify the latest figure in Haryana Vidhan Sabha replies and state budget speech.
Common rejection reasons + appeal
- Income declaration above ₹1.80 lakh: family disqualifies on PPP-declared or database-verified income.
- Existing PM-KISAN beneficiary in family: PM-KISAN beneficiary households are not parallel- eligible.
- Income-tax / government-employee member: exclusion based on EPFO or income-tax cross-check.
- PPP not verified: PPP entry pending CRID verification blocks the application.
- Aadhaar — bank seeding failure: DBT credit fails on NPCI side; remediate at bank branch.
Grievance: Block CRID coordinator → District Saral centre → State CRID Director. Saral Haryana portal escalates complaints with SLA-bound timelines.
How MPSN stacks with other schemes
MPSN sits parallel to PM-KISAN (which covers titled land owners): a Haryana family gets one or the other, never both. Convergence with Chirayu / Ayushman Bharat health cover, Antyodaya ration, and state pension schemes flows through the PPP. KCC-MISS and PMFBY operate at individual-farmer level independent of MPSN.
Coverage statistics
Per Haryana CRID press notes, MPSN reaches several lakh families across the state; coverage varies with PPP-verified income data. Beneficiary counts and FY-wise outlays are tabled in Haryana Vidhan Sabha replies.
