Programme design
Bhavantar Bharpai Yojana is Haryana’s price-deficit (PDP) payment scheme for horticulture and selected oilseed crops that lie outside the central MSP procurement basket. When the modal mandi price during the notified procurement window falls below the state-set benchmark, the difference (MSP/benchmark − modal) is credited via DBT to the Aadhaar-seeded bank account of the registered grower. Operationally similar to PM-AASHA’s PDPS pilot but state-funded and crop-list-wider.
Notified crops
Notified list expanded over time and currently covers (approximate, verify season-wise gazette on hsamb.org.in):
- Horticulture: tomato, potato, onion, cauliflower, bhindi, brinjal, kinnow, gobhi, garlic, carrot.
- Oilseeds: mustard, sunflower.
- Pulses (limited): chickpea, moong (in seasons outside central MSP procurement window).
- Spice / niche: methi, coriander.
Benefit structure
- DBT = (benchmark/MSP − modal mandi price) × marketed quantity (up to per-acre yield cap).
- Coverage cap typically up to 2 acres per crop per farmer; specific cap notified in season gazette.
- Benchmark fixed by Haryana State Agricultural Marketing Board (HSAMB) in consultation with the Department of Agriculture before sowing.
- Settlement within 60–90 days of procurement-window close.
Eligibility
- Resident farmer of Haryana with valid Jamabandi.
- Crop-area pre-registered on Meri Fasal Mera Byora before the sowing-window cut-off.
- Crop sold at notified HSAMB mandi via valid J-form (mandi sale slip).
- Aadhaar-seeded bank account for DBT credit.
- Per-farmer cap on coverage as notified in the season gazette.
How to apply — step by step
- Register the crop and area on fasal.haryana.gov.in before the sowing-window cut-off (typically end of sowing month).
- Verify Jamabandi auto-population and bank-account Aadhaar-seeding.
- On harvest, sell at any HSAMB-notified mandi during the procurement window; ensure J-form is generated in your name.
- HSAMB publishes the modal price daily on hsamb.org.in.
- If modal price is below benchmark, system auto- computes the deficit and queues DBT release.
- DBT credited to Aadhaar-seeded bank within 60–90 days of procurement-window close.
Latest changes (2024 — 2026)
- 2024: Crop list expanded; J-form digitisation across HSAMB mandis advanced — paper receipts increasingly replaced by e-J-form on HAFED-NIC e-trading.
- March 2025: Bhavantar deficit settlement linked to AgriStack Farmer ID for repeat applicants; auto-validation against Jamabandi.
- August 2025: Benchmark price revision cycle moved pre-Kharif and pre-Rabi sowing windows to give growers visibility.
- 2025-26: Exact season-wise outlay not published as of 2025-26 — verify the latest GO from the Department of Agriculture, Haryana.
Common rejection reasons + appeal
- Crop not pre-registered on MFMB: registration before sowing-window cut-off is mandatory; late registration is not accepted.
- Sale outside HSAMB mandi or without J-form: farm-gate or off-mandi sale is not eligible.
- Jamabandi mismatch: khasra-owner name differing from Aadhaar — remediate at the tehsil revenue office.
- Per-acre yield over cap: claimed quantity exceeds notified per-acre yield cap; system pro-rates the deficit.
- Modal price above benchmark: no deficit is payable when modal exceeds benchmark during the window.
- Aadhaar — bank seeding failure: DBT credit fails on NPCI side.
- Coverage cap exceeded: claims for land beyond the per-farmer cap are pro-rated.
Grievance: Mandi Secretary → District Marketing Enforcement Officer → HSAMB Managing Director. Written appeal to DMEO within 30 days of rejection. fasal.haryana.gov.in has a grievance-redressal tab routed to the Department of Agriculture.
How Bhavantar stacks with other schemes
Bhavantar Bharpai is a state-funded PDP rail that fills the gap left by PM-AASHA for crops outside the central MSP basket. Convergence with Meri Fasal Mera Byora is mandatory (registration is the trigger). PM-KISAN provides flat income support, while PMFBY and KCC at MISS cover risk and credit.
Coverage statistics
Per Haryana Department of Agriculture press notes, Bhavantar Bharpai has paid deficits across multiple seasons for sunflower, mustard, kinnow, tomato and potato in particular. Annual outlay varies sharply by modal-price behaviour and is published in Haryana Vidhan Sabha replies and the state Department of Agriculture annual report.
