Why diversify out of paddy?

Haryana's paddy belt (Kurukshetra, Karnal, Kaithal, Yamunanagar) sits on dark-zone (over-exploited) aquifers; the water table is falling 50-100 cm a year. A hectare of paddy needs 18-22 lakh litres of water — 2-3× maize, pulses or mustard. The Mera Pani Meri Virasat (MPMV) scheme, launched 2020, pays farmers ₹7,000/acre to shift at least 50 % of their notified paddy area to less water-intensive crops.

Convergence with DSR

Farmers continuing in paddy can opt for Direct Seeded Rice (DSR), which uses 25-30 % less water than transplanted puddled paddy. DSR attracts an additional ₹4,000/acre under the parallel DSR Incentive Scheme. Both can be stacked with PMFBY enrolment and MSP procurement.

Verification

Self-registration on Meri Fasal Mera Byora portal, followed by satellite + field verification. State has tied up with NRSC/ISRO for kharif-time crop classification.

How to apply — step by step

  1. Register sowing intent on fasal.haryana.gov.in before the season cut-off (typically 30 — 45 days from notified sowing window).
  2. Submit Jamabandi land record, Aadhaar, bank account (Aadhaar-seeded), and crop-choice declaration (which paddy acreage being switched and to what).
  3. Pre-sowing field inspection by Agriculture Officer; geo-tagged photographs uploaded to portal.
  4. Mid-season satellite verification through NRSC/ISRO partnership; deviations from declared crop trigger disqualification.
  5. Post-harvest verification; DBT credited within 60 days of final approval at ₹7,000/acre (plus ₹4,000/acre DSR Incentive if DSR opted).

Latest changes (2024 — 2026)

  • 2024 kharif: MPMV roll-out continued in dark-zone districts; DSR incentive scheme aligned with MPMV registration.
  • March 2025: fasal.haryana.gov.in portal upgraded with AgriStack Farmer ID integration; auto-validation against Digital Crop Survey.
  • August 2025: Convergence with Atal Bhujal Yojana's Water Security Plans — GP-level paddy switching aligned with ABHY DLI milestones.
  • 2025-26: Crop-diversification target expanded to include short-duration pulses and millet varieties; MSP backstop under PM-AASHA extended.

Common rejection reasons

  • Less than 50 % paddy area switched: threshold rule — partial switching below 50 % disqualifies the farmer for the year.
  • Satellite verification deviation: if crop on the ground does not match declared crop, claim is denied.
  • Cut-off window missed: sowing- intent registration after deadline invalidates entitlement.
  • Jamabandi mismatch: land record differing from Aadhaar; remediate at the Patwari.
  • Aadhaar — bank seeding failure: DBT credit fails on NPCI side.
  • Geo-tagged photo missing: pre- and mid-season photographs are mandatory.

Coverage statistics

Per Haryana Agriculture & Farmers Welfare Department data, MPMV has been notified across most paddy-belt districts (Kurukshetra, Karnal, Kaithal, Yamunanagar, Ambala, Sirsa, Jind). Acreage shifted out of paddy varies year-to-year — in years of aggressive enforcement, lakhs of acres are switched to maize, pulses, oilseeds, cotton, vegetables and agroforestry. How MPMV stacks with other schemes

MPMV is the demand-side water-management lever. Atal Bhujal Yojana covers Haryana's dark-zone Gram Panchayats with DLI-based recharge structures and demand management. PMKSY-PDMC subsidises drip/sprinkler for diversified crops; PM-KUSUM adds solar pumps. PM-AASHA guarantees MSP for pulses/oilseeds (the target crops for switching); PMFBY provides yield insurance. Stubble-management equipment under SMAM CRM aligns with the cropping transition.
