Programme design
Meri Fasal Mera Byora is Haryana’s farmer-registration spine. It is not a benefit programme in itself but the mandatory gate through which the state’s flagship rails — MSP procurement at HSAMB mandis, Bhavantar Bharpai PDP, CRM non-burner cash, fertiliser entitlement, PMFBY enrolment, electricity-tariff verification — operate. Without MFMB registration, a Haryana farmer cannot sell paddy, wheat, mustard, bajra or sunflower at MSP at any HSAMB mandi.

Eligibility
- Resident farmer of Haryana.
- Holds valid Jamabandi (with khasra and khatauni).
- Aadhaar-seeded bank account.
- Mobile number for OTP verification.
- Any cultivator (owner, tenant on registered lease, or sharecropper with self-declaration) can register the crop on the khasra.
How to register — step by step
- Visit fasal.haryana.gov.in or download the Meri Fasal Mera Byora mobile app.
- Authenticate with Aadhaar OTP; the portal pulls Jamabandi via HALRIS API.
- Confirm khasra-wise area, select crop, sowing date, irrigation source and expected harvest window.
- Verify Aadhaar-bank seeding; correct mismatches at the bank branch before sowing cut-off.
- Save the unique 11-digit MFMB ID — this is the gate to all downstream benefits.
- For each subsequent season, repeat with auto- populated previous data and update crop selection.
Latest changes (2024 — 2026)
- 2024: MFMB mobile app upgraded with offline-capable registration to handle low-network blocks.
- March 2025: AgriStack Farmer ID integration; MFMB now uses Farmer-ID as the primary key for cross-scheme convergence.
- August 2025: Haryana State Agricultural Marketing Board (HSAMB) tightened e-J-form linkage — J-forms are now generated only for MFMB-registered farmers.
- 2025-26: MFMB cumulative registration exceeds 9 lakh farmers across all 22 districts per Department of Agriculture press notes; exact FY-wise registration figures published in Haryana Vidhan Sabha replies.
Common rejection reasons + appeal
- Late registration: registration after sowing-window cut-off is not accepted.
- Jamabandi mismatch: khasra-owner name differing from Aadhaar — remediate at the tehsil office.
- Aadhaar — bank seeding failure: bank account not Aadhaar-seeded blocks all downstream DBTs.
- Disputed land: khasras with revenue dispute lock cannot be registered.
- Crop-area over Jamabandi: registered crop-area exceeding khasra extent is system-rejected.
- Mobile-OTP failure: mobile-number mismatch with Aadhaar must be corrected.
Grievance: Block Agriculture Officer → District Agriculture Officer → Director Agriculture, Haryana. fasal.haryana.gov.in has an inline grievance tab; the Saral Haryana portal also escalates complaints.

MFMB is the gate for every Haryana-specific rail — Bhavantar Bharpai, CRM, Mera Pani Meri Virasat — and central rails like PMFBY and PM-KISAN are increasingly auto-validated against MFMB.
